Montgomery County Announces New Budget Director

The Montgomery County Board of County Commissioners is pleased to announce the appointment of John Parks as the new Director of the Office of Management and Budget (OMB).  Parks will succeed Timothy Nolan who is retiring after serving 30 years with Montgomery County.

For the past five years, Parks has served as the Chief Financial Officer of the Montgomery County Alcohol, Drug Addiction and Mental Health Services Board.  Prior to that, Parks was a Budget & Financial Planning Manager with OMB, a financial services manager with the County water department and a fiscal officer with Montgomery County Juvenile Court.  Parks will start as OMB Director on July 2, 2018.

Nolan began his career with Montgomery County OMB in 1988. He has served as OMB Director since 2009.  Prior to that, he was OMB Budget & Financial Manager, a management analyst and accountant.  Nolan’s last day as OMB Director will be June 29, 2018.

“Our Office of Management and Budget provides exceptional financial management because of its leadership and employees who ensure efficiency and effectiveness for our taxpayers,” said County Commission President Debbie Lieberman.  “We are confident that this tradition of excellence will continue under John’s leadership.”

For the past 34 consecutive years, Montgomery County’s Office of Management and Budget has received the “GFOA Distinguished Budget Presentation Award” from the Government Finance Officers Association of the United States and Canada (GFOA).  In order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, an operations guide, a financial plan and a communications device. 

OMB is responsible for coordinating the annual budget process, the state fiscal year budget process and appropriating capital projects in compliance with the Ohio Revised Code for all Commission appropriated funds.  Learn more at:
