Participating Agencies – (Description of Contribution)

  • Montgomery County Office of Family & Children First ( Staff members network with the Montgomery County Department of Job & Family Services, the Fair Housing Center, homeless service providers and others serving those that may be affected by predatory lending and foreclosure.
  • Dayton Human Relations Council (  Has substantial equivalency status with HUD, which means it is able to investigate cases of discrimination on behalf of HUD. In many instances, predatory lenders have targeted African-Americans, elderly and single female households making them prime candidates for foreclosure. The HRC is able to investigate habitual situations where financial institutions have targeted these individuals disproportionately.
  • Greater Dayton Apartment Association ( Expertise is in the field of the multi-family housing industry. The average size of an apartment in our organization is 250 apartment homes.
  • Miami Valley Fair Housing Center, Inc.( The lead agency on the Predatory Lending Solutions Project since 2001. The PLS project is a multi-component, collaborative project between the Fair Housing Center and the HomeOwnership Center of Grater Dayton. The PLS project offers comprehensive prevention and intervention services to families who are potential or present victims of predatory lending practices, and are at risk of becoming homeless as a result of an imminent foreclosure on their home.
  • CountyCorp ( CountyCorp’s foreclosure prevention program is named HomeSolutions and is a part of CountyCorp’s housing department. The program was developed in partnership with the Montgomery County Recorder’s Office and began as a way to provide no cost assistance to homeowners with sub-prime mortgages. With the support of the County Treasurer this no cost service has evolved to include foreclosure mediation, prevention and intervention.
  • Montgomery County Treasurer Carolyn Rice ( The Treasurer's office is one of the potential early intervention points-- any property owner having difficulty paying their real estate taxes should be coming in to our office to let us know what's going on.  To assist property owners take that first step to address their financial issues, the staff and HelpLink staff cross-trained in the summer of 2007 and we've had a dedicated line from our office to 2-1-1 ever since.
  • City of West Carrollton ( Foreclosure prevention and assistance provided via contract services with the HomeOwnership Center of Greater Dayton.
  • Community Reinvestment Institute Alumni Association (  All CRIAA staff is Neighborworks Certified and Certificated as:  Foreclosure Intervention and Default Counselors; Homeownership Counselors; Two Nationally Certified Financial Trainers in the area of Financial Literacy; staff experience varies from one to eight years. The CRIAA has a four-year track record of providing one-on-one foreclosure/loss mitigation services.
  • Montgomery County Water Services ( Water Services is a public water/sewer utility that supplies theses services to our customers in Montgomery County.  Water Services is capable of assisting a customer in identifying their usage and final billing data.  Water Services has field personnel who are capable of conducting leak investigations to assist the customer in reducing their water loss.
  • Montgomery County Clerk of Courts Russell Joseph ( Provides information mailed to residents facing foreclosure in an effort to encourage those residents to seek help.
  • Montgomery County Department of Job & Family Services ( JFS staff determine eligibility for public assistance programs including PRC (Prevention, Retention and Contingency) funds.  Staff also refers customers to other community providers for needed services.
  • Montgomery County Veterans Services ( Provides assistance with mortgage payments for qualifying veterans.
  • HomeOwnership Center of Greater Dayton ( A program of St. Mary Development Corporation. The Center offers comprehensive homeownership services, including assistance to homeowners experiencing difficulty with their mortgage. Each person's situation is evaluated individually, and Homeownership Specialists provide guidance regarding options to get the mortgage back on track as well as direct negotiation with the lender. This agency administers the Ohio Home Rescue Fund for eight local counties. The homeOwnership Center has helped over 500 local homeowners avoid foreclosure, and is a HUD-approved housing counseling agency as well as a member of the NeighborWorks America network.
  • Harrison Township ( Harrison Township’s Development Department staff has a combined 50 years of experience of assisting the community in directing property owners to non-profit organizations as well as governmental assistance programs that could possibly lead to foreclosure assistance.  With the over saturation of foreclosures in the past five years, Harrison Township staff have attended seminars and conferences addressing the foreclosure process in an effort to better understand the unique circumstances foreclosures present.
  • Dayton Urban Ministry Center ( Provides foreclosure counseling by phone or in person. Can provide off-site counseling and evening and weekend appointments.  Provides negotiation with loan servicer.  Referral information and follow-up services.
  • United Way of the Greater Dayton Area ( In 2005, United Way’s HelpLink 2-1-1, integrated the Home Foreclosure Prevention Program into its existing Information & Referral Program, which links homeowners with the appropriate programs and/or services to meet their needs.
  • Consumer Credit Counseling Service/Graceworks Lutheran Services ( CCCS is a HUD approved housing counseling agency with eight NFCC-certified credit and housing counselors on staff.  Additional counseling staff was recently hired to meet the need of the community in foreclosure prevention.  Counselors gather necessary information from the homeowner, servicer and other sources to formulate a foreclosure intervention plan that preserves the dignity of the client.
  • Montgomery County Sheriff Phil Plummer (  The Montgomery County Sheriff’s Office is mandated by Ohio Revised Code and Court Order to oversee and process foreclosures.
  • Legal Aid of Western Ohio ( Provides legal expertise in foreclosure defense and predatory lending.  Attorneys on staff are highly experienced in representing homeowners in foreclosure defense cases as well as affirmative litigation involving predatory lending.
