REQUEST FOR PROPOSALS (RFP)
The Montgomery County Department of Job and Family Services (MCDJFS) is soliciting Request for Proposals (RFPs) for the following service:
Family Intervention and Conflict Resolution Services
The BIDDERS CONFERENCE will be held on Wednesday, October 16, 2019 at 11:00 am in Room 1133 at the Job Center, 1111 S. Edwin C. Moses Blvd., Dayton, Ohio 45422.
Sealed proposals will be received in the MCDJFS Contracting Suite #1036 at the Job Center located at 1111 S. Edwin C. Moses Blvd, Dayton, Ohio 45422, until 12:00 pm (noon) Wednesday, October 30, 2019 for Family Intervention and Conflict Resolution Services.
Description of Services:
To contract with provider(s) who can provide Medicaid billable, home and office-based crisis intervention, brief therapeutic interventions, and non-violent conflict resolution services to families experiencing conflict between children and caregivers who reside in Montgomery County.
The target population for these services are 240 unduplicated families who need assistance resolving conflict in a non-violent and respectful manner.
The Bidders Conference will be held at the Job Center, 1111 S. Edwin C. Moses Blvd., Conference Room 1133, Dayton, Ohio 45422.
Have a history of providing intensive services to families and children, especially children & families who have been child welfare involved;
Have a history of providing therapeutic support services to families by addressing the needs identified in the service plan;
Describe the model of intervention to be used; evidence-based models are preferred. Describe provider qualifications to implement model, expected outcomes and methods to maintain fidelity to model. Also describe provider’s history utilizing the model and past successes, including outcome data related to success.
Define a service unit cost and detailed explanation of how unit of service is defined, and unit cost is calculated for services that do not qualify for Medicaid billing. (Note: Services must be billed to Medicaid);
Describe other services provided by the applying agency, or accessibility in the community, to complement this program.
Bill Medicaid for family therapeutic interventions and services provided to Medicaid eligible families;
Ensure that staff providing services and the supervision of staff meet the requirements to bill services to Medicaid;
Demonstrate an in-depth understanding of how to provide these services effectively to the designated target population within the scope of service provided herein. Prefer program who utilizes an evidence-based practice that has demonstrated outcomes working with families experiencing issues associated with conflict resolution, communication and the like.
Have the organizational capacity to provide the proposed services immediately following or within 90 days of contract approval.
Have the necessary skills to develop and utilize various methodologies to track program results and specific outcomes.
Provide of a comprehensive proposal describing how all specified services listed in the Scope of Work shall be delivered, including an itemized budget for each proposed service.
Provide, at its expense, the following coverages for not less than the following amounts or greater when required by Laws and Regulations:
a. General Liability – with a limit of $1,000,000 for each occurrence, $3,000,000 products and completed operations aggregate, $1,000,000 personal and advertising injury and $3,000,000 in general aggregate. This policy shall be endorsed to include coverage for physical/sexual abuse and molestation. The limit should be $1,000,000.00 each occurrence/ $3,000,000 aggregate.
b. Automobile Liability – with a limit of a combined single limit (bodily injury and property damage) of $1,000,000 for each accident.
c. Ohio Employers Liability – with a limit of $1,000,000 for each accident, $1,000,000 for each disease per employee and $1,000,000 in disease aggregate.
d. Professional Liability – with a limit of $1,000,000 each claim/$3,000,000 aggregate.
e. Fidelity Bond or Crime Insurance – with a bond or policy limit of $100,000.
f. Cyber Liability Coverage – with a limit of $1,000,000 per claim/aggregate information /security & privacy, $1,000,000 per claim/aggregate regulator action (defense & penalties), $1,000,000 per claim/aggregate website-media content, $1,000,000 privacy breach response, & $1,000,000 per claim/aggregate extortion.
The Insurance shall be issued by an insurance company authorized to conduct business in the State of Ohio and having an AM Best rating of "A IX" or better. Current certificates of all policies required to be maintained by Consultant pursuant to this article shall be provide to the Board. In addition, the Board shall be named as additional insured and coverage must be on a primary and non-contributory basis. General Liability additional insureds should be on CG 2010 10 01 or 04 13 and CG 2037 0704 or an equivalent. All insurance policies required by this article shall be subject to a sixty (60) day written notice of cancellation or diminution of coverage to MCDJFS Contracting Unit, 1111 South Edwin C. Moses Blvd., Dayton, Ohio 45422. Cancellation of insurance will constitute a default, which, if not remedied within the thirty (30) day notification period shall cause immediate termination by MCDJFS.
One or more contract(s) will be awarded as a result of this bid process shall be effective January 1, 2020 through December 31, 2020 with (2) two possible option extensions (January 1, 2021 through December 31, 2021 and January 1, 2022 through December 31, 2022) and is subject to State and Federal regulations, including Title VI of the Civil Rights Act and Section 504 of the Rehabilitation Act.
