The Homeless Crisis Response Program (HCRP), funded through state and local Emergency Solutions Grant funding, is designed to prevent individuals and families from entering homelessness and, where homelessness does occur, to rapidly move persons from emergency shelter into permanent housing.

As part of the program requirements, agencies must be in compliance with the most updated version of the HCRP manual and forms.
