Grant Programs

The Montgomery County Solid Waste District offers various grant programs. Please review the eligibility criteria below for the District Recycling Incentive Grant, Litter Prevention and Enforcement Grant and Business Capital/Recycling Incentive Grant. Additional details will be added as grants open and close each year.

2024 District Incentive and Litter Grants kick off June 5, 2023.

Business Capital Incentive Grant

The business capital incentive grant program will provide funding to enhance, increase and promote recycling, waste reduction, and composting opportunities in Montgomery County.

Eligibility

  1. All businesses located within Montgomery County are eligible to participate in the program. Organization requirements include:
  2. Agree to enter into a grant agreement in the form of a deferred loan to receive assistance in the business incentive grant program.
  3. Submit annual recycling data to the District.
  4. Attend one of the two non-mandatory application pre-submission meetings on the date provided within the Grant Instruction Manual.
  5. Complete and sign the Grant Application document (separate from the Grant Instruction Manual) and return it on the deadline as defined within the Grant Instruction Manual.

Funding

Funding is provided to each successful applicant on a reimbursement basis. The District Incentive Grant and Business Grant have a match requirement. The match is 70% funding provided by the District and 30% of the match is provided by the applicant. The Litter Prevention and Enforcement current does not have a match. Funding amounts of the grants may change annually based on the District's approved budget. Please refer to the Grant Instructions Manual for grant funding levels and the guidelines for eligible funding amounts.

Grant application deadline: the last Friday in July at 2:00 p.m.

Litter Prevention Grant

The Litter Prevention grant will provide funding to local communities and 501(c)(3) Non-Profit organizations in Montgomery County to reduce litter and prevent illegal dumping. Allowable expenses include:

  • Purchase of supplies for community involvement cleanups or awareness campaigns
  • Litter grabbers and materials for litter removal
  • Equipment needed for litter/dumping enforcement
  • Outdoor trash receptacles (paired with recycling bins)
  • Tarp programs or campaigns
  • Graffiti abatement and/or public art project (mural must address recurrent graffiti issue)

Eligibility

All District members and 501(c)(3) Organizations (aka NPO) of the Montgomery County Solid Waste District are eligible to participate in the program.

The projects selected for submission must be consistent and aligned with the Grant Goals and Priorities.

Important Notice

NPO applicants must submit a letter of endorsement from a district member (the City, Township or Village) where your NPO is located in. District members include all 28 jurisdictions within Montgomery County. The endorsement letter must be obtained from the jurisdiction in which the business applicant is located.

District Incentive and Litter Prevention Grant Applications are due the last Friday in July at 2:00 p.m.

Buy Recycled Grant

The Montgomery County Solid Waste District (MCSWD) established the Buy-Recycled Grant Program for the purchase and promotion of recycled content material and to increase participation in MCSWD community and education programs.

Eligibility

The Buy Recycled grant funds are available on a competitive basis to all Montgomery County schools and 501(c)(3) designated non-profit agencies. Funding may be used to purchase and promote any type of recycled content material including, but not limited to, paper, plastic, steel, aluminum, tires, and glass.

Funding

Actual awards will vary based on proposed projects and the total number of applications submitted. Partial funding of proposals may be offered. Upon award announcement, funding dollars will be available beginning in January of 2023.


Recycling Incentive Grant for District Members

The incentive grant program for Solid Waste District members will provide funding to District members to enhance, increase and promote:

  • Waste Reduction and Reuse
  • Recycle Right Campaign and Education
  • Recycling in the District
  • Litter prevention and Enforcement
  • Composting opportunities
  • End-use markets of recycled materials
  • Pay-As-You-Throw
  • Food Waste

Eligibility

All District members and 501(c)(3) Organizations (aka NPO) of the Montgomery County Solid Waste District are eligible to participate in the program. Municipality requirements include:

  1. Abide by the terms of the Montgomery County Solid Waste District Operational Rules adopted on February 23, 2010.
  2. Have an established recycling program for residents by means of contracting, subscription, or operating their own recycling program.
  3. Submit annual recycling data to the Solid Waste District.
