Purpose:
At the request of each County and as authorized under Section 301(b) of the Superfund Amendments and Reauthorization Act of 1986 (SARA Title III) (Public Law #99-499), the State Emergency Response Commission of Ohio established a local emergency planning committee for Montgomery County. The Montgomery County Local Emergency Planning Committee (MCLEPC) develops the local hazardous materials emergency response plan for Montgomery County, conducts an annual exercise to test the plan, maintains an inventory of hazardous chemicals used in industrial facilities, conduct a compliance program to insure all applicable facilities are reporting hazardous chemical information and makes information available to the general public about hazardous chemicals and risks in the community.

Chemical Reporting
Through Tier II reports, annual chemical inventories for the preceding calendar year must be filed on March 1st of each year according to Ohio Revised Code 3750.08. Chemical inventory requirements may apply to your facility if it is subject to the OSHA Hazard Communication Standard, and:
- Stores or uses hazardous chemicals in quantities of 10,000 pounds or more, or
- Stores or uses extremely hazardous substance in quantities of 500 pounds or less
Montgomery County LEPC strongly encourages facilities to file their Tier II using Tier2 Submit software. A free version of the Tier II Submit software can be downloaded from the U.S. EPA Tier II Chemical Inventory Reports /Tier 2 Submit webpage. Facilities opting to file using Tier 2 Submit may submit their reports electronically both the SERC and the LEPC.
