The non-custodial parents are ordered to pay child support by way of a Notice to Income Provider to Withhold Obligors Income/Assets@. The notice may be issued to the non-custodial parent's employer, financial institution, Ohio Bureau of Unemployment, Worker=s Compensation or the Social Security Administration. Once the notice to withhold has been issued by the CSEA or by the Court, it may take 4 - 6 weeks to receive the first payment. It is the non-custodial parent's obligation to make payments until the first payments are received from one of the sources mentioned above. It is the responsibility of both parents to report any changes in his/her income or assets. The most common change is new employment, termination of employment, receipt of Unemployment Compensation, Worker's Compensation, Financial Institution, Social Security Benefits or Retirement. It is also the responsibility of both parties to report address changes. It is the responsibility of the parties to notify the CSEA of changes in the status of the child(ren): marriage, military enlistment, custody changes, death and emancipation. Once an order is established, the CSEA monitors the account to assure that payments are received in the compliance with the order. Failure to comply with the order will result in further action on your case. The CSEA issues a Default Notice to alert the parties that there is an arrearage on the case and enforcement action maybe taken against the non-custodial parent. If the non-custodial parent disputes this information he or she has the right to request a hearing within seven (7) days of receipt of the default notice. When an objection is received from the non-custodial parent, a notice of Administrative Mistake of Fact Hearing is sent to the non-custodial parent from the CSEA. At the hearing the non-custodial parent will have the opportunity to present evidence that the CSEA is incorrect in the calculation of the arrearage. Following the hearing, the non-custodial parent will receive the CSEA=s recommendation within ten (10) days of the hearing. If the non-custodial parent disputes the recommendation, he or she can request a hearing with the court within seven (7) days. I If the case falls one or more months behind in payments the CSEA will begin the Default on Payments Process.
