    The Montgomery County Department of Job and Family Services (MCDJFS) is seeking Request for Quotes and Qualifications (RFQ) for the following service:

    Leadership Development  

    The Montgomery County Department of Job and Family Services (MCDJFS) is seeking a qualified vendor to develop a leadership curriculum to be presented through a series of workshops to MCDJFS managerial and supervisory staff.  The successful vendor will provide a series of four to six half-day workshop sessions, conducted off-site, over a period lasting eight to ten weeks.  The goal of this project is to introduce essential leadership and management competencies that will help MCDJFS managers and supervisors lead their departments to excellence.

    Scope of Work:

    The successful vendor must:

    • Have the organizational capacity to accommodate approximately 20-25 staff.
    • Have experience providing similar curriculum/workshops to private and/or public entities.
    • Provide all professional staff, clerical support, work materials, etc. necessary to provide the curriculum/workshops to MCDJFS staff.

    The leadership curriculum should include but not be limited to focusing on the following areas:

    • Leading and creating value in the public sector
    • Transformational leadership
    • Inspiring a shared vision
    • Process and change management leadership
    • Enabling and empowering others
    • Rewarding and caring for the people you lead

    Additionally, the following concepts should be underscored and addressed in some fashion within the curriculum: Honesty; Focus; Respect; Persuasion; Confidence; Clarity; Integrity; Compassion; Engagement; Humility; Collaboration; Communication; Self-Awareness; Delegation; Commitment; Intuition; Creativity; Motivation; and Innovation.

    Anticipated outcomes:

    Upon workshop completion, MCDJFS staff will:

    a)      Gain insight and knowledge into executive level thinking

    b)      Be better positioned to lead from a transformational perspective

    c)      Understand how to inspire, motivate and engage staff and stakeholders

    d)     Implement tools that will successfully drive organizational change

    e)      Learn and apply techniques that will allow for the support and development of staff

    f)       Achieve a profound understanding of change management and its essential ingredients

    g)      Learn the critical steps and processes associated with project management

    h)      Internalize the importance of political wherewithal in the workplace

    i)        Garner an appreciation of the components and impact of public sector financial


    Solicitor Requirements:

    All solicitors of services specified in this RFQ are required to:

    • Provide a Statement of Qualifications. The Statement of Qualifications must include a description of organizational and staff experience, education, and licensing/certification.  
    • Meet minimum insurance requirements per contract requirements: Provider agrees to obtain and maintain, at their expense, and at all times throughout the term of this contract, a policy of professional liability and commercial general liability insurance with an insurance company licensed in the State of Ohio.  The policy shall have limits of not less than one million dollars ($1,000,000.00) per claim and three million dollars ($3,000,000.00) in the annual aggregate to cover any loss, liability or damage alleged to have been committed by the Provider or the Provider’s agents, servants, or employees
