Cabling Project Services at the Job Center: 

To contract with qualified organizations that are bonded, insured and certified in the State of Ohio who have a history of providing commercial building telecommunication wiring/cabling services.

 

Description of Services:

There are several key components to meeting the goal of this project which are; to tone and tag all cables; replace all patch panels with all inclusive patch panels in all 5 closets; have current cabling punched down to new patch panels; replace any broken cables, unidentified cables and any cables that will not stretch to be punched down to the new patch panels; replaced cables must be replaced with CAT 5E Plenum rated cable; do not disrupt power or the operational flow of equipment during MCDJFS business hours. The project must also comply with all ordinances and codes of the MCDJFS, State of Ohio and the City of Dayton. The following scope of work includes components to address the needs of MCDJFS. Responder(s) should be able to fulfill services in these areas:

The following are requirements that are necessary for the project:

• Tone and Tag all cables.  Tone each cable from end to end to ensure each cable is in good working condition.  Label each cable on each end.
• Replace all Patch Panels - with new “all inclusive” CAT 5 E Patch Panel in all 5 closets. There will be a total of 2495 ports. This number of ports is broken down as follows: orange closet – 597, red closet- 456, blue closet – 417, green closet - 507 and yellow closet - 441.  An additional 10% will need to be added for growth expansion into each closet. 
• Current cabling will be required to be punched down to new patch panels.
• Correct labeling is essential from point to point of cable, from closet to closet, patch panel to user’s desk.
• Replace any broken cables, unidentified cables and any cables that will not stretch to be punched down to the new Patch Panels.
• Any replaced cables must be replaced with CAT 5 E, 350 Mhz, Plenum rated cable. 
• Vendor will work with State to follow the Ohio Department of Job and Family Services MIS guidelines. (Please see attached guidelines.)
• Vendor will be required to organize the patch cables running from the patch panels to the network switch.
• The vendor shall provide any cable management necessary to provide a safe, organized cable management system in all 5 closets.
• Install as necessary new wire racks and conduits if capacity is insufficient.                                                                                                                   
• Second shift work hours will be required starting at 4:30 p.m. and ending at 1:00 a.m. 
• Testing is required at the end of each work shift from day to day and requires fully operational equipment and power to begin the next workday for computers and phones.   
• Assess and make additional project recommendations as needed. 
• The provider must provide weekly status reports on the project progress.                                                                                                      

The Mandatory Bidders Conference will be held at the Job Center, Conference Room C2/C3, at 10:00 A.M. with an on-site tour immediately following on August 8, 2012

A contract awarded as a result of this bid process shall be effective approximately October 1, 2012 through December 31, 2012. The Department retains the option of awarding an additional service plan for two (2) one year extensions commencing January 1, 2013 through December 31, 2013 and January 1, 2014 through December 31, 2014 with the option for two (2) additional one year extensions commencing January 1, 2015 through December 31, 2015 and January 1, 2016 through December 31, 2016. Any such contract extension will be based on contractor’s performance as determined solely by MCDJFS.

All interested parties are required to attend the mandatory bidders’ conference on August 1, 2012 which will also include an on-site tour of the project.  Request for pre-registration or questions concerning this conference may be directed to:
