The Montgomery County Department of Job and Family Services (MCDJFS) is soliciting Request for Quotes / Qualifications (RFQs) for the following service on the date and time as listed below:

Thursday,  December 22, 2011, no later than 12:00 p.m. noon - Quotes and Qualifications are due for –

Advertising Services:

Montgomery County Department of Job and Family Services is seeking service provider(s) who can provide the development, production and ad placement of a four (4) month advertising campaign commencing January, 2012.

Project Requirements:

All interested parties of services specified in this RFQ must create a campaign that will include creative concept messaging, design, production and exaction of deliverables that include radio commercials (:15 and :30 second), billboard and bus advertising, a two color brochure, along with targeted outreach via developed materials to community partners.

Campaign must deliver compelling messages that include the following on either a progressive or rotating basis via radio, billboard and bus advertising:

• Work provides value to your life. It's important to get in the game and stick with it to build a better life (This is the core message).
• Work beats benefits. You can make more, usually a lot more, by working then you would by collecting Ohio Works First funds.
• Get ready to work. You have to be prepared to be the sort of employee that someone wants to hire - what does that look like.
• We can help. Starting out can be hard. We can help with programs like child care and food assistance.

Target Population:

The campaign will target low skilled to entry level workers who receive assistance such as food assistance, cash assistance, etc. and helping them realize the benefits of overcoming employment barriers and developing work habits to create a stable future for themselves and their families.
