Resources and Incentives

Enterprise Zones
Enterprise Zones are designated areas of land in which businesses can receive tax incentives in the form of tax exemptions on eligible new investments. Only those businesses that are qualified by financial responsibility and business experience to create and preserve jobs within the zone may apply for local tax incentives.  The types of eligible businesses are determined by the community through its policy guidelines.  Substantial investment in either real or personal property is required.Learn more about Montgomery County's guidelines.

ED/GE Program
The ED/GE Program is composed of two separate, but interrelated, funds.  The Economic Development (ED) Fund distributes dollars each year in grants to finance economic development projects. Grants are awarded twice a year by the county commissioners. Through the Government Equity (GE) Fund, a portion of increased property and income tax revenues collected as a result of the economic growth of program members is shared with fellow program participants. Participants either contribute to or receive money from the GE Fund based on their relative growth for the previous year. Learn more about ED/GE and the application process.

CountyCorp.
Since 1979, CountyCorp has had a history of dedication toward expanding affordable housing and economic development opportunities while improving the quality of life for the residents of Montgomery County and our neighbors throughout the Dayton region.
As Montgomery County's non-profit development corporation, the focus is on filling the gaps where conventional lenders and public providers cannot meet the need. CountyCorp administers a host of affordable housing and economic development programs using local, state, and federal funding sources.

Community Improvement Corporation
 A non-profit corporation established for the sole purpose of advancing, promoting, and encouraging the industrial, economic, commercial, and civic development of a community or area by providing loans, dealing in real and personal property and certain securities, and acting as an agent of a political subdivision.

Community Development Block Grant (CDBG) Program
Montgomery County receives CDBG funds from the U.S. Department of Housing and Urban Development with the goals of promoting community growth, including economic development. The majority of CDBG funds are used for capital projects, housing repair, and economic development. Capital projects involve the acquisition and/or improvement of real property. CDBG funds may be used for acquisition of land and buildings as well as for design, engineering, permits and construction costs. Funds may also be used for related project costs such as property appraisal, property surveys, closing costs, legal fees, demolition, hazardous materials abatement, landscaping, project management and relocation assistance for households or businesses displaced temporarily or permanently by a CDBG-assisted project.
