Foundation Drain Disconnect
|

|
The intent of the Foundation Drain Disconnect (FDD) Program is to reduce those basement flooding problems which may be the result of overloaded sanitary sewers during wet weather and to remove any clean water connections from the sanitary sewer. The Montgomery County Sanitary Engineering Department (MCSED) will participate in the cost of the installation related to the sanitary sewer for the FDD Program by reimbursement to the owner who will in turn promptly pay the plumbing contractor. Depending upon the plumbing fixtures in the basement, a combination of overhead plumbing, backwater valves, ball shutoff valves, sump pump, or submersible wastewater (ejector) pump (sanitary sump pump) may be installed in the basement. The property owner will work together with the plumber and the MCSED to determine which of these devices are necessary to protect their structure. This determination will be presented to the MCSED in the form of cost proposals from the plumbers. MCSED will review these proposals for acceptance and cost eligibility. The owner will receive from MCSED a written response detailing its determination of eligibility and the amount of cost participation. Upon satisfactory completion of the work, the reimbursement payment will be issued to the property owner from the MCSED. The payment will be issued on the condition that the work is performed according to the MCSED's specifications, is properly inspected and that all clean water sump pumps, downspouts (roof gutter drains), or drains at the bottom of outside stairwells or driveways are disconnected from the sanitary sewer system. By accepting the payment, the owner acknowledges that once the clean water connections have been removed from the sanitary system they will not be reconnected.
