Montgomery County Waiving Fees for Permits for Storm-Related Repairs

Summary:
The Montgomery County Building Regulations Division is waiving fees for permits for repairs related to the wind storm that caused significant damage on September 14, 2008.  Here are some things you need to know about the process:

1. Permits and inspections will be required for work done, similar to normal repair permits, with a few exceptions.  Examples of exceptions include:
a. Re-roofing does not require a permit unless structural repairs to sheathing, framing, or trusses are done.  Then a permit for the structural repairs will be needed.
b. Reconnecting electrical service equipment that has been pulled loose from a building does not require a permit unless repairs to the wiring or equipment are needed.  Then an electrical permit will be required.

2. Fees for permits for Ike wind storm related repairs will be waived.  Permits will still need to be obtained so we can track our efforts and know who we are communicating with.

3. We will respond expeditiously to requests for inspections.  At times that may mean doing inspections before a permit is applied for.  It may also mean closely scheduling inspection times to coordinate with utility re-connection efforts.

4. If, in the course of inspecting electrical repairs, we observe other code deficiencies that we would normally cite as part of an electric service inspection, we will still cite the deficiencies as issues to be addressed.  Unless we believe the deficiencies pose an imminent threat (electrocution or fire) to life safety, we will proceed with releasing the repairs to the utility so the service can be re-energized.  The property owner will have up to a year to correct other cited deficiencies and get that work re-inspected.

5. For ordinary wood frame or masonry structural damage, repairs with like materials may be made without submitting drawings describing the work, but permits are still required, and all framing repairs must be inspected before they are covered up.  If pre-engineered trusses have been damaged, however, engineered truss repair drawings will be required on the jobsite so the inspector can verify that the repair work matches what the engineer specified.
