Medical Options

Montgomery County's medical coverage is administered by Anthem Blue Cross Blue Shield. When choosing your benefits, keep in mind that your portion of the medical coverage is automatically payroll-deducted using your pre-tax dollars, providing you with a significant tax break.


Buy Up Plan (Blue Card PPO)
The Buy Up Plan is a Preferred Provider Organization (PPO) plan that provides comprehensive coverage at moderate payroll deduction and coinsurance costs. Under this option, deductibles and out-of-pocket maximums are lower than the County Plan and there are specific co-pays for doctor office visits and prescription drugs. This plan is for those who want a higher level of coverage with higher payroll deductions.

As of 7/1/13, there is no new enrollment in the Buy Up Plan. You must be currently covered under the Buy Up Plan in order to make this election.

County Plan (Lumenos)
The County Plan is a High Deductible Health Plan (HDHP) which offers significantly lower payroll deductions. Because the County Plan has higher deductibles and out-of-pocket maximums, it works best in conjunction with a Health Savings Account (HSA). You can use this account to help cover these potentially higher out-of-pocket expenses. If you choose the County Plan, the County will match your HSA contributions dollar for dollar, up to the first $1,000 you contribute via payroll deduction. You may also be eligible for wellness incentive deposits into your HSA by Montgomery County if you meet the incentive criteria. In addition, you can contribute to a Limited Purpose FSA. This gives you the ability to set aside money each pay period to meet eligible expenses incurred for dental and vision care expenses incurred during the plan year.  So, you can get additional money from the County to help meet your expenses - and save money on both taxes and payroll deductions.

Advantage Plan

Waive - Selecting No Coverage
You have the option to waive Montgomery County's medical coverage if you have medical benefits elsewhere. If you are covered under another employer-sponsored health plan, you can receive a waiver credit to offset the cost of your other coverage. If you are covered under any Montgomery County medical plan or if you are covered under an individually-purchased or government-sponsored plan (including Medicare, Medicaid, Tricare, etc.) you can waive Montgomery County’s medical insurance but will not receive a waiver credit.
