Erik Collins is the Director of the Community & Economic Development Department for Montgomery County, Ohio – the state's fourth largest county. Erik leads various functions for Montgomery County including Building, Planning, and Community & Economic Development Divisions.
Gwen Eberly is the Department’s Economic Development Manager, with extensive experience in economic development programs and regulations to administer and coordinate development incentive programs, county-wide and regional BusinessFirst! retention and expansion program, manage the site and building inventory for Montgomery County and supervise Economic Development and Planning staff.
Pamela Fannin is a Community & Economic Development Specialist. Pamela coordinates and implements programs that support commercial, office and industrial development by connecting companies to the resources they need. In addition, she is actively engaged in the Dayton Region Israel Trade Alliance (DRITA) where she promotes business development activities between companies in the Dayton Region and Israel.
Mike Norton-Smith is a Community & Economic Development Specialist. Mike administers the ED/GE
program that awards economic development grants twice a year to businesses. Mike also administers the BusinessFirst! retention and expansion program, including regional business walks and roundtable events. Mike works to coordinate workforce development training initiatives around priority industries, including the logistics and material handling sector, and assists with the administration of the County’s Community Development Block Grant (CDBG) program.
Angela Swartz is Secretary to the Director and Planning Commission Secretary. Angela manages the director’s schedule, prepares for various meetings and is support for the Community and Economic Development staff. Angela is also Secretary to the Planning Commission where she coordinates with the Principal Planner on monthly agendas, prepares meeting packets, process applications from applicants, takes minutes of meetings and notifies applicants of the Planning Commission actions and recommendations.
