Law Library Resources Board

STATUTE:  H.B. 420 of the 127th General Assembly reformed the county law library structure.

FUNCTION: Beginning in 2010, the County Law Library Resources Board (LLRB), which is a public agency, will manage the legal resource needs of the county, including the county law library. Although, the LLRB does not assume management of the county law library until January 1, 2010, the board appointments must be completed by July 1, 2009.

MEETINGS:  The first meeting must be held by July 15, 2009.

TERM LENGTH: Five years (Initial terms are stagered)

COMPOSITION: The five member board is appointed as follows: prosecuting attorney of the county appoints one member; administrative judges or presiding judges of all municipal courts and county courts within the county appoint one member who must be an attorney; administrative judge or presiding judge of the court of common pleas of the county appoint one member who must be an attorney; and board of county commissioners appoints two members. There are no restrictions placed upon the commissioners as to whom they may appoint. H.B. 420 provides that from July 1, 2009 through December 31, 2010, each Library Resources Board will consist of seven members which, in addition to the five mentioned above, will include two residents of the county who are appointed by the board of trustees of the Law Library Association that, prior to the effective date of the act, received fines, penalties, and moneys arising from forfeited bail.
