| Montgomery County Auditor Karl Keith announced his selection of Emmett Orr for appointment to the Jefferson Township Schools' emergency Financial Planning and Supervision Commission August 18th at the county's annual Budget Commission meeting. This commission will control the school district's financial operations while the district is in a state of fiscal emergency.
Orr, a Jefferson Township resident, is assistant dean at the Wright State School of Psychology, was the 2001 Montgomery County Citizen of the Year, implemented the first community-based health center in Dayton and has extensive experience with the human services levy council.
The Montgomery County Budget Commission also approved the allocation of over $36 million in local government funds for local jurisdictions for 2009 and over $24 million in local library government funds in the county.
The allocations, approved August 18th, are from an estimation of funds to be distributed to the county from the state's Local Government Fund. The Budget Commission, consisting of Auditor Keith, County Prosecutor Mat Heck and County Treasurer Carolyn Rice, determines the annual allocations to local jurisdictions based upon a formula approved by the jurisdictions and the Commission.
Montgomery County was granted the largest allocation at over $15.3 million for 2009. The city of Dayton received over $12.7 million, leading all municipalities. Dayton Metro Library is to receive an estimated $19.1 million from the local library government fund.
A total of $36.5 million was allocated from the local government fund, with $18.7 million of that going to municipal jurisdictions in Montgomery County. Townships comprised about $1.6 million of that total, with local parks receiving over $565K. Local libraries were allocated $24.1 million from the local library government fund.
